The Paddle Control was a Japanese exclusive controller for the Sega Mark III released in 1987.
Rather than using a traditional directional pad, this particular controller used a paddle; a round wheel which could be rotated left and right in order to steer, similar to an early driving wheel.
It has two buttons on it, one in the middle and one on the top which acts somewhat like a modern day shoulder button.
