Lan Di - The main antagonist of Ryo Hazuki and a man of few words, Lan Di arrived at Hazuki Dojo one to exact revenge upon Iwao Hazuki for the man he killed. He then proceeded to steal the Dragon Mirror. He is the leader of the east division, and represented by a Blue Dragon.
Niao Sun/Yan Di - A talented and beautiful martial artist, Niao Sun's skills are strongest in plotting, strategy, manipulation and deception. A cruel woman, she enjoys toying with people, even eventually attempting to backstab Lan Di. She is the leader of the south division and represented by a red phoenix.
Hao Di - Nothing is known of Hao Di other than they are the leader of the west division and represented by a white tiger.
Xuan Di - Nothing is known of Xuan Di other than they are the leader of the north division and represented by a black tortoise.
Chai - a relatively low ranking member of the Chi You Men, Chai manages to over hear Ryo talking about having the Phoenix Mirror and attempts to steal it from him to curry favour with Lan Di.
Ziming Hong - the brother of Xiuying Hong. His goal was to join the Chi You Men in order to find out information on their parents killer, although he has yet to be revealed within the games outside of flashbacks.

The Chi You Men are attempting to get their hands on a set of legendary mirrors which can be used as a treasure map using light reflections. To this end Lan Di was sent to retrieve the Dragon Mirror from Iwao Hazuki, although he was seemingly unaware that Iwao also had the Phoenix Mirror in his possession.
It is rumoured but not confirmed that these mirrors will allow them to resurrect a legendary chinese diety known as Chi You that was said to devour the world and show the way to a new one.
The Mad Angels, Yellow Heads and Red Snakes are all groups that work directly under or for the Chi You Men, although they are not strictly members of the group.
